Traditional approaches to reversing the trends, hopelessness and entitle-ment culture will not work. These have been tried and now only add to the problems. People are skeptical of revitalization efforts given the number of times their hopes were heightened only to see those attempts fail. Additionally, we now have second and third generations living on entitlement programs which have become a legitimate way to "earn a living". What will work is a multi-faceted approach that will provide people with a "hand up versus a hand out".
